There are a few areas with steps but otherwise it is pretty flat, especially to the main viewing area.

Yes pets are allowed as long as they are on a leash and you pick up the waste at The Blowing Rock park. As for the Blue Ridge Parkway, pets are also welcomed.

I would plan an hour. It's a beautiful park and a great place to take pictures. The park itself isn't that big. Enjoy the views!
