It was not with us. So we bagged it. But... that does not answer your question. There is a specific area where they launch. Where we went, climbed a temple, we can see the some baloon behind the big golden temple. They may or may not launch either. It is all weather dependent.

On the other hand if you really want to go for the bike, I think it is OK as I have found many people riding as well. Hotels provide the bikes. But carry the kid seat of the bicycle, as I am not sure if it will be provided by them or not. Suggest you to have a chat with the hotel in advance.
